António Guterres (UNHCR) : "I hate the camps"

Since 2005, António Guterres has been the United Nations High Commissioner for Refugees. At the organization’s headquarters he replied to ARTE Reportage’s questions regarding: the refugees’ situation, the management of crises, diplomatic strains… He gives frank insights into the work of the institution, which was set up in 1951 and is subject to the political and financial goodwill of the international community. After World War II, the UNO set up this program in order to protect refugees, find sustainable solutions to their problems and ensure the enforcement of the 1951 Geneva Convention. The institution has a budget of about three billion dollars per year and employs 850.000 people worldwide, of whom 700 work at the headquarters in Geneva.
